“The reduction of any human being, man, woman, or child, to a commodity, or to only the commercial sum of their parts, is offensive to the public and contrary to our foundational values as people.”
Daleiden is Executive Director for The Center for Medical Progress (CMP), who recently released a series of documentaries and investigative videos showing the involvement of Planned Parenthood executives in seeking out buyers for procured tissue from aborted babies.
It’s important to point out that this is not an issue of the legality of abortion, nor is it attacking the ethics of abortion. The report does not speak against the use of fetal tissue in stem cell research. CMP is strictly bringing light to the fact that Planned Parenthood is making a profit from illegal sale of body parts and limbs from aborted babies, rather than simply donating the tissue as stated in the signed consent form.
Evidence is offered on three main points: 1) Planned Parenthood sells aborted fetal tissue, 2) Planned Parenthood changes the abortion procedure in order to get saleable tissue and 3) there is knowledge and approval of these practices from the top of the organization on down.
Federal law 42 U.S. Code 289g-2 states, “It shall be unlawful for any person to knowingly acquire, receive, or otherwise transfer any human fetal tissue for valuable consideration if the transfer affects interstate commerce.” Punishment for sale or purchase of human fetal tissue is up to 10 years in prison or payment of a fine up to $500,000.
Cecile Richards, President of Planned Parenthood Federation of America (PPFA), sent a letter to congress on Aug. 27 in response to CMP’s report. In the letter she admits, “Some Planned Parenthood doctors may ‘adjust’ abortion procedures in order to obtain higher quality fetal tissue specimens.” While this is in direct violation of federal law, Richards explains “Planned Parenthood relies on their own narrow interpretation of this law to excuse the changes their doctors make to abortion procedures in order to get higher quality specimens.”
Women who consent to have an abortion are approached at some point before the abortion procedure to sign a separate consent form for donation of blood and aborted pregnancy tissue for medical research. The form identifies specific points, each of which must be individually initialed before she signs the bottom of the form.
By initialing, she consents “to give blood and/or tissue from the abortion as a gift to be used for education, research, or treatment.” She agrees to the understanding, “there will be no changes to how or when my abortion is done in order to get my blood or tissue.” Finally, before signing the document in front of a witness, she must acknowledge, by initialing, that she is not receiving payment or compensation of any kind for this donation.
The physician then has a verification form to be initialed and signed following completion of the procedure. It states: 1) Aborted tissue was donated, 2) Consent for the abortion was obtained prior to requesting or obtaining consent for the tissue donation, and 3) No substantive alteration in the timing of terminating the pregnancy or the method used was made for the purpose of obtaining the tissue.
According to these signed consent and verification forms, everything seems legit. Her aborted tissue and blood will go to research and perhaps the women feels like she is doing a good thing. But she doesn’t really know what is happening after the abortion is complete and she leaves the clinic.
Cate Dyer, CEO of StemExpress, LLC is a major buyer of fetal tissue from Planned Parenthood, referring to them as a “Volume Institution.” In the video, she admits to receiving “a lot” of intact fetuses and agrees that “abortion clinics should profit” from such sales. She also comments on how the doctor will change his or her methods for a better product.
“…Abortion doctors must do the procedure in a special way to obtain useable fetal parts.”
Undercover actors in the footage inquire about obtaining intact specimens, to which Dyer responds, “…we’ve done a lot [of intact cases]. We sometimes ship those back to our lab in its entirety.”
Melissa Farrell, Director of Research for Planned Parenthood Gulf Coast, appears in another video with actors posing to represent a human biologics company who wish to discuss a potential partnership to harvest fetal organs. Farrell speaks proudly on behalf of her organization, stating that they have been part of fetal tissue research for many years.
“When researchers need a specific part from the aborted fetus, we bake that into our contract, and our protocol… so we deviate from our standard in order to do that.”
In order to clarify Farrell’s response, undercover investigators directly ask if that means that Planned Parenthood would change abortion procedures to supply intact fetal specimens. Farrell confirms that doctors do intentionally change methods in some cases for higher quality product.
“Some of our doctors in the past have projects, (meaning that have an order for particular fetal organs, tissue, or limbs), and they are collecting the specimens, so they do it in a way that they get the best specimens…”
To make the language acceptable in the contract, she states that the higher specimen price would be framed as additional time, cost, or administrative burden.
“If we alter our process, and we are able to obtain intact fetal cadavers, we can make it part of the budget that any dissections are this, and splitting the specimens into different shipments is this. It’s all just a matter of line items.”
Federal law has not changed. It still specifically states that “no alteration in the timing or method of abortion be done for the purposes of fetal tissue collection.”
In Daleiden’s letter to Congress, he points out, “The evidence that Planned Parenthood profits from the sale of aborted baby parts is now overwhelming…” It is his intention that taxpayer money no longer go to help in funding places like Planned Parenthood, and that appropriate action be taken against the companies involved in these illegal acts.
There are actions that American voters and taxpayers can take. Second, click the “Take Action” button on CMP’s website where you will find a link to help locate your Congressional representative. Write to your representatives asking them to investigate and defund Planned Parenthood.
